Further to that, the shtick with biochemical processes, is that there is almost always both processes (creation and destruction) going on simultaneously. It's a matter of rate control (and hormones are typically the rate control mechanisms in biochemistry) on the two directions of the process that makes the difference. The technical term for this is "dynamic equilibrium", a term that should be familiar to anyone that's studied chemistry.
