Oh, my yes! In the states, we refer to those peppers as bell peppers, or just green peppers (when buying the cheapest of the three colors). They're *much* milder than other peppers. But since I found "cayenne" when searching for "capsicum" and since these are called capsicum, this leads me to speculate on what peppers are dried and flaked and ground, for red pepper flakes, and ground cayenne...
