While you're talking about VPNs, it could be worth mentioning OpenVPN, which uses ssl instead of IPsec, so a tunnel can be set up by an ordinary user rather than needing sysadmin privileges. It also lacks the proprietary fragmentation->incompatibility that plagues IPsec implementations.
