Sounds odd - my iPhone 3G works perfectly with no SIM and wireless enabled. There may be something about "activation" though, if it's a brand new phone that's never been plugged in.
What's it say when plugged into iTunes over USB?
Potentially ring up an Apple Store and ask about the situation, they may be able to activate it if you take it in without needing a SIM, maybe.
Alternatively, http://www.dealextreme.com/details.dx/sku.41528 - microSIM adapter unit. Take your existing SIM, apply template, cut very carefully, then you can use the self-manufactured microSIM in the iPhone 4 to activate it and put it into the adapter to put back into a normal SIM phone.
Which carrier is she with? Optus currently let you also request a SIM which comes with a "pushout" to turn it into a microSIM, so no fiddly cutting required. You'd still want the adapter unit from above to put it back into a normal SIM phone, but the pushout is a lot safer than cutting.
I'm not sure whether other carriers do that or not.
