No, there's a "who's" in there which has a singular is. I think the way it parses is "a man (who likes to dress like women) (who's wearing a men's suit)". Which I suppose would be "a transvestite in cis."
Yes, you're right on the parsing... I'm not totally sure if there should be a comma before the second who's. I think, technically, one is not required, and so the grammar is correct, although the sentence itself is ugly. :-)
I don't think it's required either, but it definitely makes the sentence clearer. Or the sentence could be deliberately ambiguous, like bawdy house keeper or the Society of Black Physics Students.
